The Advisory Committee and Technical Committee are helping guide the planning process. The Advisory Committee has representatives from the County Planning Commission, communities, businesses, organizations, and county residents. The Technical Committee has representatives from County departments, utilities that service Boone County, fire districts, MoDOT, and other agencies. Both committees meet regularly throughout the process.

  • Sarah Chinniah

    UNIVERSITY OF MISSOURI

    Sarah Chinniah serves as MU’s vice chancellor for business operations and strategic initiatives. With more than 20 years experience, Chinniah has been a key decisionmaker and leader in finance, operations, and information technology within higher education. In her role at MU, Chinniah serves on President Choi’s leadership team and has responsibility for nine operational units.

  • Jami Clevenger

    HOME BUILDERS ASSOCIATION OF COLUMBIA

    Jami Clevenger is the Executive Officer of the Home Builders Association of Columbia (HBAC), responsible for the strategic direction of the Association and supporting Builders and Members. She brings over 25 years’ experience in the real estate, mortgage, and civil construction industries to the Board.

  • Randy Cole

    COLUMBIA HOUSING AUTHORITY

    Randy Cole serves as the CEO of the Columbia Housing Authority (CHA).  CHA provides affordable housing and supportive services to over 2,000 vulnerable households each year and is currently undertaking $31 million in renovation and expansion efforts to its housing portfolio. Randy holds a Master of Public Administration from the University of Missouri-Columbia.

  • Carl Freiling

    BOONE COUNTY PLANNING & ZONING COMMISSION (PAST)

    Carl has been a resident of Boone County since 1966. He has been a Realtor in the county for 50 years. He served on the Boone County P&Z for 25 years, a 10 year stint on the Boone County Wastewater project before that, was a Founding member of the Southern Boone YMCA, and currently serves as a Trustee for The Nature Conservancy in MO.  

  • Doug Geshell

    AURORA ORGANIC DAIRY

    Doug is the plant manager for Aurora Organic Dairy located in Columbia. He has over 30 years of experience in the food manufacturing industry. He has called Columbia home for 7 years. Doug is a member of both the chamber of commerce and REDI.

  • Randy Gooch

    COLUMBIA PUBLIC SCHOOLS

    Randy Gooch is in his sixth year serving as COO for Columbia Public Schools. With more than 25 years of experience in education, he has had a variety of roles including serving as a teacher, counselor and the Director of the Hart Career Center in Mexico, MO before he joined Columbia Public Schools where he was the Director of Career, Technical and Adult Education.

  • Susan Hart

    RESIDENT

    Susan Hart is vice president of Reinhardt Construction. She has been a part of the commercial construction industry in Central Missouri since 1988. She was past chair of REDI, past chair of Columbia Chamber of Commerce, chair of the Boone County Historical Endowment Board and chair of the Community Foundation of Central Missouri.

    Since enrolling at MU in 1968, Vicki has called Boone County home. From undergraduate and graduate school to MU’s Asst. Director of Title V Rural Development to educational consultant to Director of the MIT-E I-TV Network, Vicki has worked with rural schools and communities across the country.

    Hannah is part of the Government Relations team, focusing primarily on federal affairs.  She builds relationships with key stakeholders and helps drive policy priorities.  In addition, she assists with state and local regulatory projects.  Hannah joined Veterans United in 2021.  She graduated from the University of Missouri.

    Matt is the President and CEO of the Columbia (MO) Chamber of Commerce. With 10 years of experience at the Columbia Chamber and over 25 years of experience in the chamber industry, Matt’s responsibilities during his career has ranged from membership director to president and CEO.

    CITY OF ASHLAND

    Kyle serves as the City Administrator for the City of Ashland, a role he has held since February, 2022. Kyle is a graduate of Drake University with a Master of Public Administration, an ICMA Credentialed Manager Candidate, and an Army veteran.

  • Leanne Tippett Mosby

    UNIVERSITY OF MISSOURI (WATERSHED INTERESTS)

    Leanne serves as sustainability manager at Mizzou after a 22-year career with the Missouri Department of Natural Resources. She serves on Columbia’s Climate and Environment Commission, the Hinkson Creek Collaborative Adaptive Management Stakeholder Group, and on the board of the Conservation Federation of Missouri. Leanne is a 20-year resident of Southern Boone County.

  • Lorry Myers

    RESIDENT

    Lorry Myers was born in Centralia and raised her children there like all of her family before. Lorry is a strong advocate for Northern Boone County and her community, serving in many roles and in many ways. She is an award-winning writer, with weekly columns in the Columbia Daily Tribune, Centralia Fireside Guard and The Mexico Ledger. She is also a featured writer in Boone County based Missouri Life Magazine.

  • Rev. James Patterson

    NAACP

    James is a member of the Columbia Missouri NAACP Executive committee and has served on the Boone County Industrial Development Authority for 6 years. He is President of the Mt. Carmel District Congress of Christian Education. James retired from MFA Incorporated IT Department after 34 years .

  • Alvin "Al" Plummer

    NAACP/MINORITY MEN’S NETWORK

    Al serves as a mentor for student athletes at the University of Missouri and as facilitator for the Early Grade Literacy Workgroup as part of the Upward Mobility project. Al began employment with Commission on Human Rights as an Investigator in 1973. He served as its Executive Director for 19 years. From April 2000 through July 2001 Al was the Director for the Office of Equal Opportunity.

  • Rhonda Proctor

    BOONE COUNTY PLANNING & ZONING COMMISSION

    Rhonda is a fourth-generation Boone Countian. Proctor currently serves as a Planning & Zoning Commissioner for Perche Township and previously served on Boone County’s Board of Adjustments and Bicentennial Planning Committee. She currently works for OATS Transit, a nonprofit rural transportation provider.

  • Kevin Roberson

    FRIENDS OF ROCK BRIDGE MEMORIAL STATE PARK

    Kevin is President of the board of Friends of Rock Bridge Memorial State Park. Mr. Roberson had a 20-year career at Eurofins, Columbia (formerly Analytical Biochemistry Laboratories) starting up and perfecting their GMP Quality systems. Mr. Roberson received a BA and an MA, Biology from University of Missouri Columbia and has lived a total of over 32 years in Boone County.

  • Adam Saunders

    CENTER FOR URBAN AGRICULTURE

    Adam is a co-founder of the Columbia Center for Urban Agriculture, and helped lead the public-private-partnership effort to develop Columbia’s Agriculture Park.  Adam is also a farmer who runs a fully integrated custom orchard installation/management service that specializes in apple and pear orchards.  He currently lives in Columbia, MO.

  • De'Carlon Seewood

    CITY OF COLUMBIA

    De’Carlon is the City Manager of Columbia, Missouri. He has served in that role since 2022. Before that, he was Columbia's deputy city manager from 2019 to 2022. Seewood served as the city manager for the City of Ferguson, Missouri from 2015 until 2019. His prior experience includes serving as the village manager for Richton Park, IL, city manager for the Berkley, MO, and assistant city manager for Ferguson, MO.

    Brian has been the CEO of the Columbia Board of REALTORS® since 2014.  Brian was a member of the Columbia Planning and Zoning Commission for over six years. Brian moved to Columbia in 1996 while attending Westminster College. He also earned a Master’s in Business Administration from William Woods University in 2003.

  • John Sam Williamson

    FARM BUREAU

    John is Chairman of the Boone County Fire District Board of Directors and President of McBaine Levee District for 30 years. He was born and raised on a large grain and livestock farm southwest of Columbia. He received a Bachelor’s and Master’s degree from MU College of Agriculture. He operates a 6 generation family farm in the Missouri River bottom in Boone County.

  • Roger Ballew

    PUBLIC WATER SUPPLY DISTRICT #9

    Roger is a lifelong resident of Boone County and has been in the water service field for over 40 years serving in a variety of positions with the last 35 at District 9, serving as district manager since 2001. District 9 has a customer base of 6,500 service connections including residential and commercial customers.

  • Gale Blomenkamp

    BOONE COUNTY FIRE PROTECTION DISTRICT

    Gale is an Assistant Chief with the Boone County Fire Protection District. Gale moved to Boone County in 2003 where he joined the fire district. Gale currently serves as the Bureau Director of Support Services and Fire Marshal for the Boone County Fire Protection District.

  • Shane Creech

    CITY OF COLUMBIA PUBLIC WORKS

    Shane has served the City of Columbia as its Public Works Director since 2021. He has been with the City for over 15 years and has a degree in civil engineering from the University of Missouri-Columbia. Shane is registered as a Professional Engineer in both Missouri and Kansas. He has lived in Boone County for the past 17 years.

  • Greg Edington

    BOONE COUNTY ROAD AND BRIDGE DEPARTMENT

    Greg has been employed with Boone County for the past 30 years and has experienced a variety of roles at the Road & Bridge Department. He was originally hired as an Engineering Technician and worked in various other positions until promoted to Director in January, 2017. He attended Graduate School at the University of Missouri.

    Chris is the Director for the Boone County Office of Emergency Management. He was formally a police executive, loan officer and a manager for a traffic safety technology company. Chris has been a long-time resident of Columbia and has a passion for serving his community through his roles in public service. 

  • Ann Koenig

    MISSOURI DEPARTMENT OF CONSERVATION

    Ann works as a Community Forester for the Missouri Department of Conservation serving Central Missouri. Ann is a certified arborist, graduate of the Municipal Forestry Institute, TRAQ qualified, two time board member of Midwest ISA, four time participant in the ISA’s International Tree Climbing Competition, and six time female winner of the MW ISA Tree Climbing Competition.

  • Jeff McCann

    BOONE COUNTY DESIGN AND CONSTRUCTION

    Jeff is a professional engineer and serves as Chief Engineer for the Boone County Resource Management Department. He is responsible for managing the planning, design, and construction of Boone County’s roads, bridges, and drainage structures. Jeff has over 32 years of experience in civil engineering.

    MODOT

    Kirsten Munck is MoDOT’s area engineer for Boone County, serving as the department's primary contact for area leaders, businesses, elected officials, and the public to communicate the department's direction, coordinate department activities and resolve customer concerns in central Missouri. She is a registered professional engineer, and a graduate of the University of Missouri-Columbia.

  • Joanne Nelson

    BOONE COUNTY COMMUNITY SERVICES DEPARTMENT

    Joanne is the Director of the Boone County Community Services Department. She has been with the department since April 2014 and currently serves as the Director. The department currently oversees the Children’s Services Fund tax and coordinates the Boone County Upward Mobility project. Joanne has over 25 years’ experience working with nonprofit organizations and community engagement.

  • Ryan Patrick

    AMEREN

    Ryan works as a natural gas System Planning Engineer at Ameren after moving to Columbia in 2018. He has 8 years of experience in the natural gas industry that includes engineering design, project management, and system planning. He has a passion for forward-thinking projects that are focused on both operational efficiency and fostering community development.

  • Andrew Petri

    BOONE ELECTRIC COOPERATIVE

    Andrew is the Manager of Engineering and Technical Services for Boone Electric Cooperative. Andrew is a graduate of the University of Missouri- Rolla and holds a bachelor’s degree in electrical engineering. He has 20 years of experience in electrical engineering. At Boone Electric, he manages a group of 16 employees. He resides in Columbia.

    Rebecca is the Assistant Director of the Columbia/Boone County Department of Public Health and Human Services. She grew up in Boonville and relocated to Columbia to attend the University of Missouri. She has an undergrad in psychology and a masters of public health. She is also a certified project manager. She has worked for Public Health and Humans Services for twenty years.
